According to the rules: PVP servers everyone's automatically flagged for PVP. If you see an enemy, you can jump him and kill him. PVE servers you are supposed to be able to choose when you are flagged for PVP combat. According to the forums: PVP servers no one ever sees anyone of the opposition so being flagged is like being a hockey player in Ecuador. PVE servers, level 50's use an exploit to trick level 30's into flagging then destroy them.
