Hello. I am wondering which is more important and should be focusing on, aim or power for a tactics vanguard during PVP?

I thought it was a skill that people use that makes them move so fast and disappear so fast. After reading this post, it appears that they are gold farmers after all. I've encountered around 3 of them, all at a chest in the past week of playing. All of them were Empire side, I tried attacking them thinking they would fight back, but they just disappear like no tomorrow.
