What the hell. Everyone else is posting their opinion, why not me?
Take a long look at the companions and NPCs you run into: some of them are failed Sith/Jedi, some of them are defectors from the other factions race list, or are a race/class combo that are not accessible to players. So lore wise, it doesn't really matter. There will be a smaller number of unusual class/race combos (which is good, lore wise) but it will not be locked out. The only real difference between what can be done with charactors, and what can be done with NPCs, is that Characters must be iconic compared to NPCs. There's a reason you can play a Han Solo style charactor, and not a Chewy style character: no matter how much you love Chewy, he was never a protagonist.
Mechanics wise, I can't see this hurting the game either, in fact I see it as being a good thing. Some extra tools to make leveling alts easier? Heck yes. It'll still be unusual to see a smugglar force choking someone, but in a pinch it'll be useful and fun to see it happening. No race gives a in game bonus, so that wont hurt either.
In conclusion: they're giving us one more way to customize our charactors a little bit, and putting restrictions on it so that it'll be a bit more rare. Good for the devs.
