Release day: 1. Servers come up, BioWare puts server cap on 60% for example. 2. People join the servers. 3. Queues start forming. 4. Queues are getting bigger and bigger +1hour. 5. BioWare increases cap to 65%. 6. Queue suddenly jumps down, but a queue still exist. 7. Queue raises again the next hours. 8. BioWare raises cap again to 75%. etc. They just up the cap slowly during the day. They released a lot of new servers today for new players to join. BioWare doesn't want the high pop server to get a much higher population hence they apply server capacities to a lower percentage. When I was in queue on the most populated PvP server Tomb of Freedon Nadd, the queue was at 1100+ around 10:45.. when I was at around 450 queue, it suddenly jumped down to character select screen, so at that time they upped the cap.
