If you go to this path in your run box %localappdata%\swtor\swtor\settings open up client settings you can enable full screen, also if you have the geforce experience installed you can open that and use it to edit the graphic settings (ie toggle full screen) as I have discovered I can proceed past the server select if in full screen but not in windowed or windows borderless.

Also as a workaround I have found using geforce experience to switch the game into full screen mode, launch get onto my character and then switch back to windowed borderless will work. (have already disabled the full screen optimization myself and didn't help)
