What damage skills are recommended for a combat medic when not healing (when solo leveling, etc.)?

Tharan is not about damage. He's about healing and stunning. I play with him as a balanced sage all the time

lol all wrong. Balanced sage + Tharan = Easily kill players a couple levels higher than you

I killed him as a 32 balanced sage with Tharan as companion without any problems. Not harder than the normal elites. Holiday's distract ability is nice

Have you actually tried Theran in PVP? It's marvelous (at least for a balanced sage). Not only he heals you and shoots, but his hologramic girlfriend also distracts (stuns for a long time) the enemies.
