As far as I can tell it's been removed? I haven't seen any posts that have found where they've been moved.

It's a 100% free blue set with expertise as soon as you hit 50 if you're leveling using PvP. Not garbage at all.

Still not fixed in the patch, still only receiving automated replies to tickets.
