the tool tip is for PVP and PVE. all you need to see in the tool tip is "player targeted deals 30% less damge for 6 secs attacking anyone other than you."

if they are not, they are bad sins. A taunt does not give you any damage taken, it just lowers their damage output.

Why would you not is the real question. You have the chance to lower an opponents damage output, why would you not want to do that.
