That shouldn't be possible, in a sensible game. If you click on something and don't loot it, it should still timeout after a while.

The only place you can open safes below level 25 is, as far as I can determine, in the Black Sun area, immediately near the elevators. NOWHERE else. I finally was able to get up to level 25 there, after wasting my entire day. Then I got off Coruscant and I don't plan on going back for a very, very long time. This has got to be a bug. When you open a safe, it disappears. It doesn't just sit around refusing to let anyone click on it!

I was forced to go back to Coruscant, when I traded one of my crew skills for slicing, since I couldn't open any electronic safes anywhere I went. So now I'm finding a FEW that I can open, and I've got my skill up to a whopping level 9, after playing several hours. But by far the majority of safes can't be opened. They glow, but won't let me click on them. I assumed this might be because others have opened them, but I keep going away and coming back, only to find that they still can't be opened. Do they have some kind of hour long timeout or something? At this rate, I will never get anywhere, and since I'm only earning about 50 XP per kill here, it's really wasting my time.
