Sounds a lot like Bolster to me PvE gear + Partisan expertise.......why get Partisan gear at all then?

If you're at 1400 in full Partisan, you've done something badly wrong. With the entire left side devoid of gear (ear/implants/etc) I had over 1300. Relics alone added more than 100, taking it higher than you say you have now. So, either, you broke something / you removed mods in a badly placed way / you don't have full Partisan

You did receive compensation, in the form of extra stats on the gear. As for why though, it was meant to make 55 gear more attractive and not unbalance the newer low level brackets that would have included people in WH/EWH gear, against low levels with 0 expertise at all.

Having just done a toon 1-18, I got the 2 unbound 1's as normal...but have also got a fair few (4-5 iirc) EXTRA, bound 1's. ie They made it MUCH MUCH MUCH better
