The final/6-piece set bonus feels underwhelming/doesn't proc enough to be useful - the set isn't a peer alternate for Empowered Restorer which has a reliable 6p bonus and is considered BIS for healing Sages/Sorcerers. (6) While Resurgence is active on a target, it has a 15% chance to spontaneously heal the target whenever the target receives non-Resurgence healing from you. Since this set appears to function as a tank healing set, I think it should center around the passive 'Reconstruct' and enhance this passive to provide a meaningful synergy with tanks. (6) While Resurgence is active on a target, the protective bonus of Reconstruct is increased from 10% to 15% armor rating
