If I transfer a number of characters to a new asian pacific server, how does the legacy name transfer accross, and what happens if it is taken?

Where are these servers located? And will we -finally- have maintenence/update times that don't take away 1/7 of our raid nights? P.S Aussie retailers have been selling TOR since it was shipped to them at the end of last month.
