From the patch notes, and the road trip write up, I presumed that all the characters in the legacy should be receiving the Commanding Legacy perk, not just the ones below 300. So I'm asking if there is a bug here, or if my understanding/presumption of which characters would and would not be getting the CL perk is incorrect?
I'm seeing discrepancies across various characters on how much CXP is gained by doing a set of planetary heroics (the "Daily Missions: Planet_Name" run). I have the Commanding Legacy perk, and 5 chars @ rank 300, though 2 of those are mirror classes so only 3 would grant the 25% gain for an expected total of 75% extra CXP. All my characters I'm testing on also have the "Improved Command Experience" (1 through 5) perks, and I'm running with Superior Command Boosts. The boosts are the ones that do not have a rank restriction (100% additional CXP)
My findings are that rank 300 are NOT getting the extra CXP from the Commanding Legacy perk. Characters that are below rank-300 are receiving the extra CXP from the Commanding Legacy perk.

After running a few missions across different characters, I noticed the issue. I ran Coruscant on all my rank-300 characters, and on 3 non-rank 300 characters. I found that I would receive 3488 CXP for a rank-300 character and 4331 CXP for a non rank-300 character, a difference of 843.
The overall calculation is: Total Reward = Reward (X) + X (for Superior boost) + X (for Double XP Event) + X * 0.10 ( for Improved CXP perk 1-5 ) + X * .75 (CL legacy perk: 3 rank-300 characters)
Or: Total reward = 1125 ( "Daily Missions: Planet Name" turnin ) + 1125 + 1125 + ( 1125 * 0.10 ) + 1125 * .75 (for 3 characters at 300)
= 1125 + 1125 + 1125 + 112.5 + 843.75
= 4331
If the CL perk is removed from the equation, then it looks like
= 3488
This matches what I see in game during turnins for characters that are above 300.
