Found the answer to my own problem. Apparently crew skill vendors sell the blue schematics anyway lol. I hope this helps anyone who may have the same problem.

Hi! Confused returning player here. I'm trying to get schematics for level 56 mods by buying the mods from the vendor and dismantling them. However, I found that I only have a chance of getting schematics from the initiative enhancement. Am I missing something? Before I stopped playing, I could get schematics for any mod schematic from my cybertech. I don't think I could even learn enhancement schematics before. Or I just never tried.
