I load into the game, and my character which has reaver armor on has a completely black face, and half the players I walk past have parts of their body colored bright blue and pink when they should be other colors. I don't know how to fix this please help me

I just re-installed the game, the minimum downloading complete so I did quickplay, as I have played, some of the players and NPCs I see have parts of their bodies colored blue and pink. Then when I talk to some of the NPCs I see their mouths moving but can't hear any of the words coming out of them. Someone please tell me how to fix, thank you
