You can be the best healer ever but if you're tank doesn't know how to tank and if you don't get peels, it's almost impossible to win a game. I've been floating around the high 1400's for a bit now, it's difficult as a dedicated healer. I have no doubt it can be achieved, though.

I'd suggest doing HEROICS and flashpoints and grouping with people through there. Not many people who still level characters use the forums, and the forums are mostly used for PvP smack-talking anyways. If you can help it though, i'd suggest not to get into the game right now. I it isn't worth it. Though even as much as I want to finally quit I can't bring myself to do it. Don't put yourself in this situation!
