I am having the same issue with several of my level 55 characters. All the others were able to commit and spend the points. Trying desperately to find an answer to this issue. I was told by a customer service rep to make sure the tickets are not marked as "Bug Reports" when submitted. Those are never answered and the information is just filed for later use.
